Proposal Development Services

Metis provides end-to-end support to secure federal grants, contracts, and clinical trials. We manage the entire lifecycle—from targeted funding searches and budget engineering to technical reviews and final submission under our signatory authority. Upon approval, we lead contract negotiations and award acceptance, allowing researchers to focus entirely on their innovation.

PROGRAM MANAGEMENT SERVICES

Metis provides comprehensive management for federal and industry-funded research programs worldwide. We handle the critical administrative infrastructure—including elite recruitment, budget administration, and monthly financial reporting—to ensure every project meets its technical milestones. Our team manages the full post-award lifecycle by overseeing procurement, travel logistics, and subcontract monitoring while maintaining rigorous compliance with sponsor and military site requirements. SUPPORT OF Extramural RESEARCH

The Metis Foundation supports military investigators by serving as their Sponsored Research Office for extramural research. We submit proposals on behalf of investigators, administer sponsored awards, and provide ongoing compliance, financial, and reporting oversight.

By managing the administrative and regulatory requirements of externally funded research, we enable investigators to focus on scientific advancement and patient impact.

SUPPORT OF INTRAMURAL RESEARCH

Metis provides a streamlined mechanism for intramural organizations to obligate research funding via MIPR or FAD before fiscal year deadlines. We specialize in capturing expiring funds through approved vehicles, including a Blanket Purchase Agreement (BPA) with the Natick Contracting Division. Upon receipt of an RFP, Metis delivers precise cost estimates and technical proposals to ensure rapid procurement and seamless fund administration, protecting your resources from expiration.

COOPERATIVE RESEARCH AND DEVELOPMENT AGREEMENTS

Metis utilizes a master Cooperative Research and Development Agreement (CRADA) with the Defense Health Agency (DHA) to bridge the gap between military laboratories, industry, and academia. As the Army’s preferred vehicle for technology transfer, the CRADA facilitates a dynamic exchange of resources, funding, and intellectual property to achieve shared research goals. This partnership allows government investigators to access commercial expertise while providing partners with exclusive licensing options for co-developed inventions. Beyond our master agreement, Metis routinely negotiates and executes single-use CRADAs to streamline collaborative access to specialized government facilities and scientific expertise.
